there is a very small difference between the two - range debuff is basically the range buff but instead of the boost being a positive number, it is a negative number, meaning that tower with 35% range buff will have it reduced to 10% if a 25% range debuff gets applied. Important here because this does not happen with fog, a 50% range buff stays as 50%
