Why every event tower is in Absolutely Not, but Toxic Gunner is Yes?

Prob because toxic gunner is now just such a basic concept that it could be the new reward for pw2 and make general sense

toxic gunner is one of the only ones that would logically make sense because some towers don't need evo or are just better regular towers (frost blaster, cryo, etc)
