Banned skins used to be normal Roblox players. One day they saw other players with expensive and limited Roblox accessories, and they got jealous. And in their jealousy and greed, they decided to use exploits to gain such items. Once they managed to get a hold of the limited accessories they were after, they got caught and were sent to the Banlands.
Infused with greed and the glitchiness of the code of the exploited items, they all turned purple and corrupted, stuck in an internal loop of suffering, not being able to take off the items that are causing them harm. Filled with regret of obtaining the items they once so desperately wanted, they wander the Banlands like zombies. Everyone else that resides in the Banlands makes sure to avoid them at any cost, in fear of being corrupted themselves.
The only reason we are able to see them in game are because some of these ''entities'', as people call them, escaped the Banlands. There's a lot more of them out there, they just luckily haven't been able to escape. And if they do, bad things could happen.
TLDR; They're exploiters that got banned because they exploited in expensive items and now they're forced to wear those items and act like zombies.

Who really thought up this (I’m joking)

Hear me out on this, their appearance was is quite similar to things that are corrupted by the God Cube. Perhaps in the infinite multiverse of the T.D.S universe, a version where the tds organization got a hold of a god cube fragment exists. With this power they infused or created weaponry using it's powers but unknowingly it also corrupted the user and it's surroundings. Perhaps this alternate universe was eventually consumed by corruption and fell into the nil zone, with the god cube fragment now being thrown away someplace else.

That's also a pretty good one

so are we assuming a "robloxiverse" theory for the base game, or will the banned skins just be seperate from the base game

OK hear me out on this addition
The first corrupted entities to escape the Banlands were the exploiters Electroshocker,
Scout, and Brawler. Shortly after, the Null Guardian closed the escape hole of the Banlands, trapping many other corrupted zombies inside. Recently, the entities Trapper, Ranger and Pyromancer had escaped into the T.D.S. Organization. Soon, the zombies may take over T.D.S. once they become stronger and stronger in power and quantity.- 0
Hehe, love to see additions to my head canon!
