too op, the tower relies on where you decide to place it: if you place it in the middle of the map it will slow down the majority of the path but so does your towers, however if you place those in a corner then you will get more value out of it, and you always know which range it will have due to it being unaffected by any debuff/buff to range so it will be significantly easier to set it up (and vice versa with the speed up buff, though you'd need to place a time dilator differently to get more efficiency out of it)
